Understand the Protected-Area Context
Horton Plains is a high-elevation national park of montane grassland and forest managed by Sri Lanka's Department of Wildlife Conservation. It is also one component of the UNESCO-listed Central Highlands of Sri Lanka, together with the Peak Wilderness Protected Area and Knuckles Conservation Forest. Visit it as a protected wildlife habitat rather than only as a viewpoint: the permit conditions, marked visitor route, barriers, park officers, and conservation rules take priority over an online itinerary.
